Creating a cultural centre on top of the railway tracks at the Kapellekerk station in Brussels. Connecting the separated neighbourhoods on the ground floor level by introducing more activities and creating vertical circulation to act as a 'watchdog' over the surrounding neighbourhoods and bring a sense of safety to the neighbourhood.
